The town would not set the restriction on Lane Stadium capacity limits.

Lane Stadium is on the campus and not part of the town. Tech would have to follow the state requirements or could set more restrict requirements than the state themselves, but the Town of Blacksburg would not have any authority on what the restrictions are in campus facilities.
